BNEF: Big solar will still take large slice of smaller renewables target

Bloomberg New Energy Finance has contradicted predictions of gloom and doom in the “big solar” sector, and fears that large-scale solar projects would be sidelined by the agreed cut in the renewable energy target.

Most analysts believe that because the cost of solar is still too high to match wind energy, most of the reduced 2020 RET of 33,000GWh will be filled by wind energy.

BNEF, the leading independent analysis firm in the renewable sector, says the economics of large-scale solar PV are quite strong, and believes that around 40 per cent of the capacity will be filled by large-scale solar plants over the next five years, even with the reduced target.

Indeed, as this graph below illustrates, it believes that by 2019 and 2020, the bulk of new capacity will come from large-scale solar PV, rather than wind energy.

By 2021, BNEF expects 3,724MW of new wind to be built and 2,638MW of new large-scale solar. This would result in – including current capacity – total capacity of 8.27GW of wind and 2.90GW of large-scale solar in Australia in 2021.

BNEF Australia chief Kobad Bhavnagri said the big growth area in Australia is Queensland. That’s because it has no wind energy and few competing new wind projects. It is also the one state in the market that has increasing demand profile, thanks to its big developments in liquefied natural gas.

(The WA market is also confident that some big solar projects will be met because of the high price of energy in that state).

Bhavnagri said this, and Queensland’s excellent solar resources, mean that by 2017, the price of a renewable energy certificate may only need to be around $30/megawatt hour. The price needed to support a wind energy project in NSW might be twice that much.

“We think that solar PV will come in front in Queensland,” Bhavnagri said. Although he added that it would also  depend on whether it gets a premium from off-takers, reflecting its ability to deliver during daytime, and if the solar pipeline was ready.

There are several major solar projects with planning approval in the state, although it is not yet clear whether they will get finance. That will depend on the price of power purchase agreements. But one developer told RenewEconomy that he was confident his project would still go ahead in a 33,000GWh target.

However, Bhavnagri said the success of the LRET depended on policy certainty, and the decision by the Coalition government would mean the industry would suffer the same problems of the last 18 months, when the industry had become “uninvestable” because of the policy uncertainty.

The Coalition agreed to a reduced target of 33,000GWh with Labor – down from 41,000GWh – but then backflipped on its promise to delay the next review till at least 2018, or 2020.

Bhavnagri said the policy uncertainty had been entirely responsible for the investment drought, with the only projects to be built supported by other agencies, such as the CEFC and ARENA, that the Coalition intends to dismantle.

    Interesting results, totally contrary to so many others modelling. Its not that long ago these guys were saying STEG would fill a large part of the RET.

      Sorry I thought it was solar thermal (not PV) that was going to be most disadvantaged by the cut to the RET. Solar thermal with its ability to meet the early evening peak is what we need to be encouraging. The large scale of solar thermal is what deters investment, which is why the policy certainty and ample target to ensure success are vital if investors are to become interested.

        Richie, if the LCOE of solar thermal was expected to cross over with wind or PV prior to 2020 I would agree with your statement.
        The LRET is technology agnostic hence the lowest cost (or highest value) technology is deployed under the LRET. LCOE of PV is expected to cross over with wind and hence get a slice of the LRET, but solar thermal is not, so for solar thermal the size of the LRET target at 2020 is not particularly important (unless that early evening energy value skyrockets prior to 2020 to the extent it makes solar thermal worth so much more than PV or wind).
        If you have something that suggests solar thermal WILL be cheaper (or worth more) than wind or PV by 2020, please post a link here.
        To suggest its scale holding back solar thermal is simply untrue, 30-50MW seems to be an efficient scale for solar thermal and there are plenty or examples of wind projects bigger than that scale. The challenge of solar thermal is its too expensive at the moment (and possibly/probably into the future) to develop and build compared to its competitors.

          Hi Robert
          I was not taking issue with anything you said in your first post. I was actually commenting on the following:

          I was bemoaning the loss of RET capacity which (it seems to me) means CST will be the technology to lose out. Qld does not have great wind resources but huge solar. The point I was trying to make is that PV plus storage is likely to be small scale, confined to keen householders and utilities (maybe). And what we need is large evening power flow. Which can be met by CST. There are more than a few large CST plants around which would not have been built if they were not economic. Just thinking aloud please ignore. Cheers
